.  It is leather and is marked
US JQMD 1944 UNS
.  The part that holds the message is about 7" long.  The buckles and the leather are all in
VG condition
, they are not deteriorated.  Included inside is a green material, kinda like vinyl, see picture.  From my research, a message was written and placed inside the collar on the dog.  The dog was then sent to other US units up to 8 miles away as a way to communicate.  I found it in an estate with a good many other World War 2 items, knife scabbards, etc.  It is original.  These collars are not seen often.
